PURC Announces 1.14% Increase in Electricity Tariffs, Effective October 1

The Public Utilities Regulatory Commission (PURC) has announced a 1.14% upward adjustment in electricity tariffs across all consumer categories, effective October 1, 2025. However, water tariffs will remain unchanged for the same period.

In a statement signed by Acting Executive Secretary, Shafic Suleman, the Commission explained that the adjustment follows its Quarterly Tariff Review Mechanism, which assesses key economic indicators that impact the cost of utility service delivery. These include:

  • The Ghana cedi–US dollar exchange rate
  • Domestic inflation
  • The electricity generation mix
  • Fuel prices, particularly natural gas

The review aims to preserve the real value of tariffs and ensure the financial sustainability of service providers, thereby supporting the uninterrupted supply of electricity and water to consumers.

Key Economic Assumptions

For the fourth quarter of 2025, the PURC applied the following parameters:

  • Projected weighted average exchange rate: GHS12.3715 per US$1
    • Including an under-recovery adjustment of GHS0.3980 per US$1 from Q3
  • Annual average inflation rate: 12.43%
  • Weighted average cost of natural gas: $7.7134/MMBtu
  • Projected power generation mix:
    • Hydro: 28.80%
    • Thermal: 71.20%

Based on these inputs, the Commission concluded that a 1.14% increase in electricity tariffs is necessary, while water tariffs remain at a 0% adjustment for the period.

The PURC assured the public that it will continue to monitor utility service providers to ensure they meet regulatory standards and deliver value for money through improved service quality.
