Government Allocates GH¢4.2bn for Free Secondary Education in 2026 — Ato Forson Announces Major Sector Boost

Finance Minister Dr. Cassiel Ato Forson has announced a significant expansion in government investment in the education sector, with GH¢4.2 billion allocated for the implementation of Free Secondary Education (FSE) in 2026.

The announcement was made during the presentation of the 2026 Budget Statement to Parliament on Thursday, November 13, where the Minister highlighted education as one of the government’s top priorities for the coming fiscal year.

Education Ministry Receives GH¢33.3bn; GETFund Gets GH¢9.9bn

Dr. Forson revealed that the Ministry of Education will receive GH¢33.3 billion to finance its programmes and activities in 2026, reflecting the government’s continued commitment to improving access, equity, and quality in education.

Additionally, the Ghana Education Trust Fund (GETFund) has been allocated GH¢9.9 billion to support educational infrastructure, including classroom expansion, textbooks, laboratories, and other essential learning resources.

GH¢1.1bn to End Double Track Under GSLIP

Addressing longstanding concerns about congestion in secondary schools, Dr. Forson announced that GH¢1.1 billion has been set aside under the Ghana Secondary Learning Improvement Programme (GSLIP). The funds aim to end the double-track system and enhance the learning experience for students across the country.

“To end the double track system and improve the quality of secondary education, we have set aside GH¢1.1 billion under the Ghana Secondary Learning Improvement Programme (GSLIP) for 2026,” he stated.

Support for Vulnerable Students and Learners With Disabilities

The Minister also reaffirmed the continuation of the “No Fee Stress” policy, with GH¢537 million allocated to ensure that financial challenges do not prevent students from pursuing their education.

In a further step toward inclusivity, the government has earmarked GH¢25 million for Free Tertiary Education for Persons with Disabilities, strengthening support for students who face additional barriers to educational access.

Government Reaffirms Commitment to Inclusive and Quality Education

According to Dr. Forson, the education-focused allocations in the 2026 Budget underscore the government’s determination to strengthen learning outcomes, reduce dropout rates, and expand educational opportunities to every Ghanaian learner, regardless of background.

“These investments demonstrate our unwavering commitment to building an inclusive, accessible, and high-quality education system that serves every Ghanaian child,” he said.
