President Mahama Appoints Dr. Martin Kolbil Yamborigya as Acting Commissioner of GRA’s Domestic Tax Revenue Division

President John Dramani Mahama has appointed Dr. Martin Kolbil Yamborigya as the Acting Commissioner of the Domestic Tax Revenue Division (DTRD) of the Ghana Revenue Authority (GRA), effective Monday, November 17, 2025.

Dr. Yamborigya takes over from Mr. Edward Apenteng Gyambrah, who recently retired after years of service in Ghana’s revenue administration.

A Veteran in Tax Administration

A respected tax administrator and public finance expert, Dr. Yamborigya brings more than 20 years of experience to his new role. He has been instrumental in shaping domestic tax policy, driving compliance reforms, and advancing digital transformation at the GRA.

Over the course of his career, he has held several key leadership positions, including:

  • Audit Team Leader, Tax Audit Unit
  • Head of Audit, Legon Medium Taxpayer Office
  • Head of Post Clearance Audit (DTRD)
  • Head of Audit, Special Audits (Audit Factory)
  • Acting Assistant Commissioner, Commissioner DTRD’s Secretariat

He later rose to the role of Assistant Commissioner and Head of Tax Audit at the Large Taxpayer Office (LTO), where he led major reforms to improve tax compliance, expand the tax base, and modernise tax administration systems.

Expectations for His Tenure

Dr. Yamborigya’s appointment is expected to bring renewed strategic direction to the Domestic Tax Revenue Division, especially as government intensifies efforts to boost domestic revenue mobilisation.

Key areas of focus under his leadership are expected to include:

  • Strengthening tax compliance and enforcement
  • Accelerating digitalisation of domestic tax systems
  • Enhancing collaboration with businesses, taxpayers, and partner institutions
  • Improving transparency and efficiency in tax administration

Officials and staff of the GRA have welcomed the appointment, congratulating Dr. Yamborigya and wishing him success as he assumes leadership of one of the authority’s most critical divisions.

His appointment signals the government’s continued commitment to building a more efficient, technology-driven, and taxpayer-friendly revenue administration capable of supporting Ghana’s long-term fiscal goals.
