OSP Explains Arrest of Lawyer Martin Kpebu, Citing Repeated Misconduct Toward Security Personnel

Private legal practitioner Martin Kpebu was arrested at the premises of the Office of the Special Prosecutor (OSP) on Wednesday, in what officials describe as a response to repeated acts of misconduct toward security personnel at the facility.

According to the OSP’s Director of Strategy, Communication, and Research, Sammy Darko, the arrest had nothing to do with the ongoing inquiry into corruption allegations Mr. Kpebu has made against Special Prosecutor Kissi Agyebeng. Rather, officials say the action was triggered by his conduct at the OSP entrance—a pattern they claim has occurred during previous visits.

Pattern of Clashes With Security

Mr. Darko indicated that this is not the first time Mr. Kpebu has had confrontations with OSP security officers. He alleged that after such encounters, the lawyer often presents a different version of events to the public.

What Officials Say Happened on Wednesday

Upon arrival at the OSP, Mr. Kpebu reportedly parked near the entrance to address journalists, despite multiple reminders that the area must remain clear. After being cautioned, he moved to a nearby food vendor’s stand to continue the interview.

When he later proceeded into the OSP compound, security personnel reminded him that photography and videography are strictly prohibited within the premises. The OSP claims this prompted an angry reaction from him.

Security officers allege that Mr. Kpebu insulted them, dismissed their authority, and threatened to report them, purportedly telling the guards they were “nobodies” and that even their superior “would soon be removed.” Following a formal warning, he was arrested for obstructing officers performing their lawful duties.

The OSP maintains the arrest was carried out professionally and without force, and that no internal report suggests any form of assault or mistreatment.

Bail, Processing, and Further Turmoil

OSP officials say Mr. Kpebu was granted bail under standard procedures, and the conditions were clearly explained to him and his legal team. However, one of his lawyers reportedly refused to leave the premises until he was returned to the area, allegedly insulting security officers and causing a disruption. She was escorted out, also without the use of force.

As part of routine processing, Mr. Kpebu was moved to a secure holding area, and the OSP insists he was not denied access to legal counsel at any point.

OSP Rejects “Trap” Claims

The OSP strongly denies assertions that it “fell into a trap” set by Mr. Kpebu. Officials insist the arrest was a straightforward enforcement measure in response to misconduct on government premises.

“Connections, public influence, or media prominence do not place anyone above the law,” an official stated, adding that similar behaviour at the Police Headquarters or the National Intelligence Bureau would likely have led to immediate arrest.
