Parliament Approves Law to Regulate and Legalise Okada Operations

Parliament has passed the Road Traffic Amendment Bill 2025, paving the way for the legalisation of motorcycles, tricycles, and quadricycles for commercial transport across the country. The new legislation is also expected to enhance road safety by revising the permissible alcohol concentration levels for drivers in an effort to curb drunk-driving incidents and related accidents.

According to lawmakers, the bill will help create employment opportunities for the youth, expand the transportation sector, and introduce a comprehensive regulatory framework for road transport operations.

Speaking on the floor of Parliament on Wednesday, December 10, Minister for Transport Joseph Nikpe Bukari highlighted the significance of the amendment, stating that it will streamline the transport industry and improve safety standards.

“The Road Traffic Amendment Bill seeks to sanitise road transport services. We have had several issues involving road users, and this bill aims to introduce stricter punishment, enhance safety measures, and ensure the effective and efficient use of our roads,” he told Parliament.

The bill’s provisions include stricter penalties for traffic offenders, enhanced monitoring mechanisms, and clearer guidelines governing the commercial use of motor-powered two- and three-wheelers. Authorities believe these measures will contribute to reducing road accidents and improving overall transportation efficiency.
