Government to Introduce 15 New Bills in Major Communications Sector Reform – Sam George

The Minister for Communication, Innovations and Digital Technologies, Sam George, has announced that the government is undertaking one of the most comprehensive legal reforms of Ghana’s communications sector since 1996.

Speaking on Wednesday, February 25, 2026, at the launch of the 30th Anniversary of the National Communications Authority (NCA), the Minister disclosed that the Ministry is working on a package of approximately 15 new and revised bills aimed at modernising the country’s digital and communications framework.

“The Government is undertaking one of the most comprehensive updates to the sector’s legal framework since 1996. The Ministry is currently working on a package of approximately 15 new and revised Bills aimed at modernising communications regulation, data governance, digital services, cybersecurity, and oversight of emerging technologies,” he said.

Mr. George explained that the reform programme is intended to keep Ghana’s digital ecosystem competitive, secure, and innovation-friendly amid rapid technological advancements globally.

He noted that the proposed legislative changes will strengthen communications regulation, enhance data governance standards, improve cybersecurity resilience, and ensure effective oversight of emerging technologies.

Beyond the legal reforms, the Minister highlighted the launch of the One Million Coders Programme, an initiative designed to equip Ghanaian youth with globally competitive digital skills.

“Infrastructure alone does not create opportunity. That is why the Government has launched the One Million Coders Programme. Digital access must lead to productivity, and connectivity must translate into opportunity,” he stated.

According to Mr. George, the dual focus on regulatory reform and skills development forms part of the government’s broader strategy to deepen Ghana’s digital transformation, expand economic opportunities, and position the country as a leading technology hub in the region.
