In a move to promote local development, the government has allocated funds to District Assemblies for various development projects.

According to Section 126(3) of the Local Governance Act, 2016 (Act 936), the government is mandated to determine the categories of expenditure within the approved development budgets of District Assemblies that must be funded through the District Assemblies Common Fund (DACF).

The Cabinet of President Mahama has approved guidelines for the utilization of these funds, which include:

  • 24-Hour Economy Model Markets: 25% of the funds will be used for the design and construction of markets that operate 24/7.
  • Health Facilities: 10% will be allocated for the construction of health facilities, including a minimum of 2 Community-based Health Planning and Services (CHPS) compounds per Assembly.
  • Educational Facilities: 10% will be used for the construction of educational facilities, including 1 Kindergarten block, 1 primary school block, and 1 Junior High School block.
  • Potable Water: 10% will be allocated for the provision of potable water, including a minimum of 10 boreholes for rural Assemblies.
  • Environmental Sanitation: 10% will be used for environmental sanitation, including solid and liquid waste management.
  • School Furniture: 10% will be allocated for the provision of school furniture.
  • Administration: 5% will be used for the administration of the Assemblies, including monitoring and evaluation.
  • Legacy Projects: 20% will be allocated to complete abandoned legacy projects, including uncompleted structures left behind by the Middle Belt Development Authority, Coastal Development Authority, and the Northern Development Authority.

These guidelines are aimed at ensuring the prudent and accountable utilization of the funds allocated to the District Assemblies.
