Bagbin Rejects Claims of Executive Influence Over Parliament

The Speaker of Parliament, Rt. Hon. Alban Sumana Kingsford Bagbin, has strongly dismissed suggestions that the executive branch of government exerts control over his actions or influences the work of Parliament.

Responding to remarks made by Asante-Akim Central MP, Kwame Anyimadu-Antwi, during Thursday’s parliamentary debate on the Appointments Committee’s report regarding Chief Justice nominee Justice Paul Baffoe-Bonnie, Mr. Bagbin said no arm of the executive has authority over the Speaker or the legislature.

“The statement you just made is a very serious statement. As I sit here, there’s no executive that can control me,” the Speaker declared in the chamber on Thursday, November 13, 2025.

Hon. Anyimadu-Antwi had earlier alleged that the executive was exerting undue influence over both the legislature and the judiciary, citing this as one of the reasons behind the Minority’s walkout during the vetting of the Chief Justice nominee.

He also referenced ongoing court cases challenging the removal of former Chief Justice Gertrude Torkornoo, arguing that it was inappropriate for Parliament to continue the vetting process while such matters were before the courts.

According to the MP, these developments indicated attempts by the executive to “control Parliament and Ghana.”

Speaker Bagbin, however, firmly rejected those assertions, insisting that Parliament remains an independent arm of government operating strictly within the provisions of the 1992 Constitution.

“This House conducts its business in accordance with the Constitution and its Standing Orders — not under the direction of the executive,” he stated.

Mr. Bagbin’s comments reaffirm Parliament’s commitment to institutional independence, constitutional balance, and respect for the separation of powers — key principles he said are vital for Ghana’s democracy.
