2026 Budget to Create 800,000 Jobs Across Ghana, Says Finance Minister

The 2026 Budget Statement and Economic Policy presented by Finance Minister Dr. Cassiel Ato Forson on Thursday, November 13, is set to create up to 800,000 new jobs across multiple sectors of the economy.

Dr. Forson explained that the government’s infrastructure and industrial initiatives will be the primary drivers of employment growth.

Key Employment Drivers

  • Big Push Road Initiative: The GH¢63 billion worth of road contracts awarded so far is expected to generate an estimated 490,000 jobs, based on World Bank metrics for job creation from road investments.
  • Industrialisation Agenda: Three new garment factories under the government’s industrialisation programme are projected to create over 20,000 direct jobs.
  • Agro-Processing Sector: Seven new agro-processing plants are anticipated to employ 700 people directly and thousands more indirectly through their supply chains.
  • Oil Palm Value Chain: The National Policy on Integrated Oil Palm Development (2026–2032) is expected to generate about 250,000 jobs across the sector.
  • Farmer Service Centres: Ongoing establishment of centres nationwide will employ machinery operation, maintenance, logistics, and support services.

“These investments are not isolated; they are part of an integrated national effort to turn stability into jobs and growth,” Dr. Forson said.

Supporting the Private Sector and SMEs

To strengthen private-sector-driven job creation, the government has recapitalised the National Investment Bank (NIB) and will recapitalise the Agricultural Development Bank (ADB) and Consolidated Bank Ghana (CBG) with GH¢1 billion before the end of 2025.

Additionally, GH¢401 million has been allocated to the Women’s Development Bank to provide affordable financing to small businesses and women entrepreneurs, particularly traders and market operators.

Dr. Forson highlighted that the facility will support business owners such as Lamisi Adam, Priscilla Yovu, and Caroline Sfeir, whom he met during engagements at the Takoradi Market Circle and Kotokoraba Market.
