Daniel Nsala Wakpal, the 2024 parliamentary candidate for the National Democratic Congress (NDC) in the Kpandai Constituency, has filed a contempt application against the Chairperson of the Electoral Commission (EC), Jean Mensa, for allegedly refusing to comply with a High Court order mandating a rerun of the parliamentary election.
According to court documents, Justice Emmanuel Bart-Plange Brew of the High Court on November 24, 2025, directed the Electoral Commission to conduct a fresh parliamentary election in the Kpandai Constituency within 30 days. The ruling was formally served on the EC Chair on November 25, 2025.
In an affidavit sworn before a Commissioner for Oaths in Accra, Wakpal stated that despite the service of the court order, the EC Chair has taken no steps toward implementing the directive. He described the alleged inaction as a “deliberate disregard” for the authority of the High Court and an attempt to frustrate the administration of justice.
Wakpal’s legal team argues that the EC Chair’s conduct amounts to contempt of court, as it directly violates an order issued by a competent judicial authority. The affidavit therefore seeks for the court to hold the EC Chair accountable for failing to execute the mandated rerun.
The High Court is expected to set a date to hear the contempt application.
