The Speaker of Parliament, Alban Sumana Kingsford Bagbin, has directed the Business Committee to schedule the Human Sexual Rights and Family Values Bill 2025, popularly known as the anti-LGBT bill, for consideration at the next sitting of the House.
The directive follows a Financial Impact Analysis report which determined that the proposed legislation does not place any financial burden on the Consolidated Fund, in accordance with constitutional requirements governing private members’ bills.
In a formal communication to Parliament on Tuesday, February 10, Speaker Bagbin indicated that the bill has satisfied the necessary procedural requirements under the Standing Orders of the House and is therefore eligible to be laid for debate.
“The bill has gone through all the processes in accordance with the Standing Orders of the House. I therefore direct that the bill be scheduled by the Business Committee to be presented to the House for consideration,” he stated.
The Human Sexual Rights and Family Values Bill seeks to criminalise LGBTQ activities and related advocacy in Ghana. The proposed legislation has generated significant public discussion, drawing both support and opposition from various sections of society.
In addition to the directive on the anti-LGBT bill, Speaker Bagbin also instructed that the Constitution of Ghana (Amendment) Bill 2025 be reintroduced before Parliament for consideration after it lapsed with the dissolution of the 8th Parliament.
The move sets the stage for renewed parliamentary debate on the proposed bills in the coming sittings.
