Mahama Signals Possible Cabinet Reshuffle Ahead of Performance Review

President John Dramani Mahama has hinted at a possible Cabinet and executive reshuffle as the government prepares to undertake a comprehensive assessment of ministers and chief executives of state institutions.

In a statement issued by the Presidency on Monday, June 8, Secretary to the President, Callistus Mahama, announced that the President will soon conduct a performance review of all ministers and heads of state institutions to determine their continued suitability for office.

According to the statement, the outcome of the review will play a key role in decisions regarding retention, reassignment, or removal from office.

“The findings of this review shall constitute a key basis for decisions relating to retention in office, reassignment of responsibilities, and any future Cabinet or executive restructuring,” the statement said.

The Presidency also cautioned public officials against participating in or accepting awards from private organisations whose assessment criteria and credibility cannot be independently verified.

It noted that some organisations have increasingly presented awards to public officials under categories such as “Best Performing,” “Most Outstanding,” and “Most Influential,” despite lacking transparent methodologies or clearly defined performance metrics.

“The increasing trend of Ministers of State, Chief Executive Officers of State Institutions, and other public officials participating in and accepting awards from various private organisations has the potential to undermine the integrity of public service, create misconceptions regarding government performance assessment, and expose the Government to unnecessary public criticism and embarrassment,” the statement warned.

The Presidency stressed that public office is a responsibility measured by service delivery and tangible outcomes rather than recognition through privately organised ceremonies or commercial award schemes.

As a result, President Mahama has directed all ministers, chief executive officers of state institutions, and political appointees to refrain from participating in, endorsing, sponsoring, or accepting such awards unless they receive prior approval from the Office of the President.

The statement reaffirmed the government’s commitment to delivering on its policy agenda and indicated that the performance of public officials would be assessed based on measurable results, efficient service delivery, prudent management of public resources, and the successful implementation of government programmes.

“Public officials are therefore encouraged to devote their full attention to the execution of their mandates and the delivery of results for the people of Ghana rather than seeking or participating in external recognition schemes of questionable credibility,” it added.

The Presidency further assured that the upcoming review process will provide a comprehensive assessment of ministerial and institutional performance, with the findings informing any future Cabinet or administrative changes.

The announcement has heightened expectations of a possible government reshuffle in the coming weeks as the Mahama administration moves to evaluate the performance of key public office holders.
