Mid Year Budget Review: Gov’t Maintains 2026 Budget at GH¢357.1bn, Announces Spending Realignment

The government will maintain its 2026 budget at GH¢357.1 billion, with no changes to the total appropriation approved by Parliament, Finance Minister Dr Cassiel Ato Forson has announced.

Presenting the 2026 Mid-Year Budget Review in Parliament on Thursday, July 23, Dr Ato Forson said the government was instead adjusting spending priorities within the existing budget to better align resources with key national objectives.

“The 2026 appropriations remain unchanged. However, we are undertaking a strategic realignment of expenditures within the existing appropriations,” he stated.

The total appropriation for the fiscal year ending December 31, 2026, remains GH¢357,105,639,079.87.

According to the Finance Minister, the expenditure adjustments are intended to channel available resources toward priority sectors while preserving fiscal discipline and ensuring efficient public spending.

He noted that the government remains committed to prudent fiscal management, with the realignment aimed at supporting economic growth and advancing national development goals without increasing overall spending.

Under the 2026 Budget Statement and Economic Policy presented in November 2025, total expenditure on a commitment basis was projected at GH¢302.5 billion, equivalent to 18.9 percent of Gross Domestic Product (GDP).

The budget allocated GH¢244.7 billion for primary expenditure, excluding interest payments, while GH¢90.8 billion was earmarked for compensation of employees, including salaries, wages, pensions, gratuities and social security contributions.

Capital expenditure was estimated at GH¢57.5 billion, comprising GH¢45.5 billion in domestically financed projects and GH¢12 billion from external sources, including project loans and grants.

Dr Ato Forson reiterated that the government would continue to manage public finances responsibly while directing spending toward programmes that promote sustainable economic development.
