The Parliamentary Select Committee on Water and Sanitation has described the Volta Region as the cleanest region it has visited so far during its ongoing assessment of sanitation and waste management activities across Ghana.
The Committee made the observation on Friday, September 18, 2026, when it inspected the Ho Integrated Recycling and Compost Plant (IRECOP) at Akrofu-Agorve as part of a two-day monitoring exercise covering sanitation and waste management facilities in the Volta and Oti regions.
Led by its Chairman and Member of Parliament for Nkwanta North, John Oti Bless, the Committee received a briefing on the facility’s operations, including waste collection, processing, recycling and the conversion of organic waste into compost.
Speaking to the media after the inspection, Mr Oti Bless said the exercise was part of the Committee’s oversight mandate to assess the condition of waste management infrastructure and engage operators and other stakeholders on challenges affecting the sector.
He said the Committee had so far visited about eight regions and encountered various sanitation challenges. He, however, commended the Volta Region for its cleanliness.
“Among all the regions we have visited, Volta is the cleanest region so far,” Mr Oti Bless said.
He called on the media and other stakeholders to intensify public education and advocacy on sanitation as part of efforts to address Ghana’s persistent waste management challenges.
Jospong Group Highlights Infrastructure Challenges
During the visit, officials of the Jospong Group of Companies raised concerns about infrastructure limitations affecting the operations of the Ho IRECOP.
The Group Head of Government Relations at the Environment and Sanitation Processing Cluster of the Jospong Group, Betty Brown Nyadu, identified the poor road leading to the facility as one of the plant’s major challenges.
She said the condition of the access road could discourage waste collectors from transporting refuse to the facility, potentially encouraging the disposal of waste in nearby forests and farms.
Ms Nyadu therefore appealed to the government to improve the road to facilitate access and make it easier for waste operators to transport refuse to the plant.
She also proposed the establishment of transfer stations at strategic locations closer to communities. According to her, such stations would allow waste to be collected and consolidated before being transported to the IRECOP for processing and recovery.
Another concern raised was the need to create a dependable market for products generated from processed waste.
Ms Nyadu said approximately 60 per cent of the waste received at the facility was organic and could be processed into compost or organic fertiliser for agricultural purposes.
She called for government policies, including local content measures, that would encourage the procurement and use of locally produced compost and other recycled materials.
Committee Promises Action
Mr Oti Bless assured the Jospong Group that the concerns raised during the inspection would be included in the Committee’s report to Parliament.
He specifically highlighted the poor road network and the need for transfer stations as issues requiring attention, adding that the Committee would engage relevant authorities, including the Ministry of Roads and Highways.
The Chairman also reaffirmed the Committee’s support for the proposed National Sanitation Authority Bill.
He said stakeholders within the sanitation sector had expressed support for the creation of a dedicated authority to strengthen the management and coordination of sanitation activities in Ghana.
Mr Oti Bless further urged Metropolitan, Municipal and District Assemblies (MMDAs) to properly carry out their responsibilities in managing sanitation resources.
He also called on the media and other stakeholders to step up public education and advocacy to help tackle the country’s sanitation challenges.
The Committee’s two-day monitoring exercise will continue with further engagements and assessments in the Volta Region before moving to the Oti Region.
