The Minority Leader, Dr. Cassiel Ato Forson, has stated the contentious Human Sexual Rights and Family Values Bill is slated to be ratified by Friday, February 16.
This legislation, aimed at prohibiting LGBTQ+ activities within the country, has undergone rigorous scrutiny, with Dr Forson assuring that all proposed amendments approved by Parliament are being carefully integrated.
Speaking on JoyNews’ PM Express, Dr Forson outlined the procedural timeline, indicating that by Wednesday, all reviews should be concluded, with the Speaker calling for a vote by Thursday following the third reading.
“By the weekend, Ghana should have a bill called the Human Sexual Rights and Family Values Bill,” Dr Forson stated during the interview.
He highlighted the widespread support for the bill among both Parliament members and the Ghanaian populace, citing surprising unanimity during parliamentary deliberations and Afrobarometer data indicating 90% of Ghanaians are in favour. Despite the potential for presidential discretion, Dr Forson expressed confidence in Parliament’s determination to see the bill enacted into law, even suggesting the use of a two-thirds majority vote to overcome a potential presidential veto.
“In the end, I’ve not seen any MP against this bill, and the people of Ghana are strongly in favour of this bill,” Dr Forson emphasized. “Even if the President fails to sign it, the bill would have to come back to Parliament, where MPs will use a two-thirds majority to have it signed.”
“So as it stands now, I think the Human Sexual Rights and Family Values Bill will become law even if the President fails to [willingly] sign it,” he concluded.
