Mahama Faults Simultaneous Rollout of Agenda 111 Hospitals

President John Dramani Mahama has criticised the previous Akufo-Addo administration over the execution of the Agenda 111 hospital programme, describing the decision to launch all 111 projects at the same time as poorly planned and financially unsustainable.

Speaking during a meeting with the Northern Regional House of Chiefs on Friday, May 15, ahead of his trip to Geneva for an international engagement, President Mahama said a phased implementation approach would have been more practical and manageable.

According to him, undertaking all the projects simultaneously placed significant strain on state resources and contributed to major implementation difficulties.

President Mahama revealed that while some of the hospital projects reached foundation level, several contractors allegedly received mobilisation funds but failed to continue work on site.

He noted that the Economic and Organised Crime Office (EOCO) is currently pursuing some contractors in a bid to recover funds and ensure accountability.

Despite his criticism of the programme’s execution, the President reaffirmed his administration’s commitment to completing the hospitals for the benefit of Ghanaians.

He disclosed that government has reviewed the initiative and will prioritise the completion of 35 facilities that are close to completion.

President Mahama added that additional funding would be captured in the next national budget to support the completion of more hospitals in subsequent phases.

He also announced plans to partner with faith-based health institutions, encouraging them to adopt some of the facilities and support their completion and operation.

The Agenda 111 initiative was introduced to expand healthcare infrastructure and improve access to medical services across Ghana. However, the programme has faced growing criticism over delays, abandoned construction sites, cost concerns, and contractor performance.
