Fund BECE Resits for 54,985 Unplaced Candidates – Eduwatch Urges Government

Education policy advocacy organization Africa Education Watch (Eduwatch) has called on the government to fund re-registration and remedial preparation for 54,985 candidates who missed out on placement into public Senior High Schools (SHS) and Technical and Vocational Education and Training (TVET) institutions following the 2026 Basic Education Certificate Examination (BECE).

Proposed Interventions and 2019 Precedent

Eduwatch wants the Ministry of Education to absorb the full financial burden of the re-sit process to ensure no student is left behind.

The policy body cited a similar intervention in 2019, when the government supported 38,355 unplaced candidates to return to Junior High School (JHS) 3 to prepare for and rewrite the BECE. Eduwatch noted that replicating this model alongside targeted learning-improvement programs would give the affected 2026 cohort a fair chance to upgrade their results.

Policy Inconsistencies and Grade 9 Controversy

Beyond immediate financial support, Eduwatch raised critical questions regarding the criteria used to determine eligibility under the Free SHS/TVET policy.

The advocacy group highlighted systemic inconsistencies in how core subject performance is treated, particularly Grade 9 in English Language and Mathematics. In previous academic cycles, candidates with Grade 9 were granted placement, while in other years, the same grade resulted in automatic disqualification.

Such policy shifts create unnecessary panic and confusion among parents, candidates, and school administrations.

Call for Standardized Qualification Framework

To fix these recurring gaps, Eduwatch urged the Ministry of Education to urgently define and publish a clear, standardized minimum academic qualification for Free SHS/TVET placement.

The policy thinker emphasized that any qualification framework must align with Ghana’s overarching target of making second-cycle education a universal pathway for all basic school graduates, ensuring those who fall below the standard threshold still have structured access to alternative TVET or vocational training tracks.
