Mahama Directs GH¢1bn Allocation to National Housing Fund in 2027 Budget

President John Dramani Mahama has directed Finance Minister Dr Cassiel Ato Forson to make provision for GH¢1 billion in the 2027 national budget as the government’s contribution to a proposed GH¢3 billion revolving National Housing Fund.

The President said the fund is intended to create a dedicated source of financing for housing projects and help expand access to affordable homes for Ghanaians.

Under the arrangement, the government’s GH¢1 billion contribution will be paid into the National Housing Fund and used to finance housing developments on a revolving basis.

“I have directed the Minister of Finance to allocate 1 billion Ghana cedis in next year’s budget as government’s contribution to the 3 billion revolving fund for the National Housing Fund,” President Mahama stated.

The initiative forms part of broader efforts by the government to establish sustainable financing mechanisms capable of addressing Ghana’s housing needs. The Presidency has also indicated that the government is working with financial institutions to develop mortgage products aimed at making homeownership more accessible. President Mahama urged stakeholders in the housing sector to explore additional financing options, including mortgage refinancing and securitisation, employer-supported housing schemes and responsible financial technology solutions.

He said such mechanisms should be assessed according to their ability to lower the cost of housing finance, widen access to funding and remain financially sustainable.

“Our housing agenda must provide a range of options,” the President said.

He explained that while some households may be able to secure mortgages with the right financial support, others could benefit more from alternative homeownership models, including rent-to-own arrangements.

“Some households can obtain a mortgage with suitable support. Others will be better served by rent to own arrangements,” he added.

The proposed fund comes as the government pursues measures to increase Ghana’s housing stock and address affordability pressures. In August 2026, President Mahama announced a broader national housing initiative aimed at expanding affordable homeownership and increasing housing supply across the country
