Labour Minister Signs UAE Deal to Create 5,000 Job Opportunities for Ghanaian Workers

The Minister responsible for Labour, Jobs and Employment, Hon. Emmanuel Kwadwo Agyekum, has signed a Memorandum of Understanding (MoU) with United Arab Emirates-based Masa Depan Building Maintenance L.L.C. to facilitate the recruitment of Ghanaian workers for construction, building maintenance and facilities management jobs in Dubai.

The agreement provides for the phased recruitment of up to 5,000 Ghanaian workers, with the first batch expected to comprise 500 workers. The initiative aims to broaden access to overseas employment opportunities while ensuring that recruitment is conducted transparently and in a manner that protects the rights, safety and welfare of Ghanaian workers.

Under the terms of the agreement, the Ministry of Labour, Jobs and Employment will oversee recruitment activities in Ghana, verify job requirements and employment contracts, facilitate trade testing and skills certification, and organise pre-departure orientation for successful applicants. The orientation will cover UAE labour laws, workplace safety requirements and workers’ rights.

The arrangement is also designed to address irregular recruitment practices, prevent the exploitation of jobseekers through unlawful recruitment fees, and promote safe, transparent and orderly labour migration from Ghana to the UAE.

Masa Depan Building Maintenance L.L.C., represented by its Managing Director, Mr Junhong Deng, will serve as the direct employer of the recruited workers. The company will be responsible for paying salaries, providing accommodation and insurance, and meeting other obligations required of an employer.

The company will also cover designated recruitment and deployment expenses incurred in the UAE, including visa and work permit fees, medical examinations, health insurance and air travel from Ghana to the UAE.

In addition to the employment arrangements, the MoU outlines several measures to safeguard workers’ welfare. These include occupational safety training, the provision of personal protective equipment, the appointment of a worker welfare officer and the establishment of a grievance mechanism. The mechanism will enable workers to report concerns without incurring charges or facing retaliation.

A Joint Working Committee will also be established to monitor recruitment procedures, employment conditions, workers’ welfare and the overall implementation of the agreement.

The partnership reflects the Ministry’s commitment to linking Ghanaian jobseekers with employment opportunities in international labour markets while strengthening protections against exploitation and unfair recruitment practices. It is also expected to support skills transfer and facilitate the reintegration of returning workers into Ghana’s labour market.

The cooperation will be implemented in accordance with the applicable labour laws of Ghana and the UAE, as well as existing bilateral arrangements on labour mobility. Recruitment and deployment will take place in phases, depending on the company’s workforce requirements and the procedures set out in the agreement.
