Jinapor Pledges Investor-Friendly Energy Sector as Ghana Advances Petroleum Hub Project

The Minister of Energy and Green Transition, Dr John Jinapor, has reaffirmed the government’s commitment to building a credible, competitive and investor-friendly energy sector as Ghana seeks to attract investment and expand its energy infrastructure.

Dr Jinapor made the remarks during bilateral meetings with key industry players and prospective investors on the sidelines of African Energy Week.

The engagements brought together companies already operating in Ghana and potential investors interested in exploring opportunities within the country’s energy sector.

According to the minister, the companies commended Ghana’s economic progress over the past year and the government’s efforts to position the energy sector as an attractive destination for investment.

In a Facebook post following the meetings, Dr Jinapor said the government was committed to creating an environment anchored on certainty, predictability and transparency.

He noted that these principles were essential to strengthening investor confidence, building long-term partnerships and supporting sustainable investment and growth.

Petroleum Hub Project Enters Phase Two

In a separate development, Dr Jinapor witnessed the signing of a partnership agreement between the Petroleum Hub Development Corporation (PHDC) and Global Sphere for Phase Two of Ghana’s Petroleum Hub Project.

The minister described the partnership as an important step towards Ghana’s ambition of becoming a leading energy hub in West Africa.

He said the project was expected to support industrialisation, attract investment, create jobs and strengthen the country’s energy security.

The development plan, which is scheduled to span five years, includes a refinery with a capacity of 300,000 barrels per stream day, two petrochemical plants, storage facilities with a combined capacity of four million cubic metres and a multi-berth jetty.

Jinapor Pledges Government Support

Dr Jinapor pledged to work closely with the PHDC to meet the government’s obligations and ensure the project progresses from agreements to actual construction.

He said he would engage the Ministers of Finance, Justice and Attorney-General, and Lands and Natural Resources to help coordinate the necessary government support.

The minister also commended the PHDC, led by Chief Executive Officer Dr Toni Aubynn, for its efforts to advance the initiative.

He stressed the need for institutional backing to help deliver the project, which forms part of President John Dramani Mahama’s ambitions for Ghana’s oil and gas sector.

PHDC Calls for Implementation

Dr Aubynn described the minister as a consistent supporter of the Petroleum Hub Project and said the corporation had made implementation a priority in 2026.

He said the project was intended to become a strategic national asset capable of strengthening energy security, creating jobs and reducing Ghana’s exposure to external economic shocks, including geopolitical tensions affecting global energy markets.

Dr Aubynn added that the groundwork had been laid and potential partnerships were within reach, stressing the need to move beyond plans and agreements towards tangible progress on the ground.

The government’s next steps will involve coordinating institutional support and advancing the project’s implementation as Ghana seeks to expand its role in the regional energy industry.
